Moses chose capable men from all Israel, and he made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

and he said to them,“This is what the LORD, the God of Israel, has said‘Each man fasten his sword on his side, and go back and forth from entrance to entrance throughout the camp, and each one kill his brother, his friend, and his neighbor.’”

Instead, you must kill him without fail! Your own hand must be the first to strike him, and then the hands of the whole community.

you must by all means slaughter the inhabitants of that city with the sword; annihilate with the sword everyone in it, as well as the livestock.
