¶ The Decree of Cyrus In the first year of King Cyrus of Persia, in fulfillment of the LORD’s message spoken through Jeremiah, the LORD motivated King Cyrus of Persia to issue a proclamation throughout his kingdom and also to put it in writing. It read:

The steps of a person are ordained by the LORD– so how can anyone understand his own way?

All the inhabitants of the earth are regarded as nothing. He does as he wishes with the army of heaven and with those who inhabit the earth. No one slaps his hand and says to him,‘What have you done?’

Then the third angel poured out his bowl on the rivers and the springs of water, and they turned into blood.
