They called out loudly in the Judahite dialect to the people of Jerusalem who were on the wall, trying to scare and terrify them so they could seize the city.

They mock and say evil things; they proudly threaten violence.

So look, the Lord is bringing up against them the turbulent and mighty waters of the Euphrates River– the king of Assyria and all his majestic power. It will reach flood stage and overflow its banks.
